Officers were seen with the 21-year-old against a police vehicle near the Stewart Avenue intersection after he was arrested on the street around 11.10am.
Early information indicated that the man, while not wanted on any warrant, had allegedly been involved in a domestic violence incident earlier on Tuesday morning.
Officers were seen speaking with the man before a second police vehicle and highway patrol arrived on the scene a short time later. The man's shoes were removed and he was put into a bull wagon and taken from the scene, audibly kicking at the inside of the vehicle.
Police said in a brief statement on Tuesday afternoon that the man had allegedly breached an apprehended violence order and was taken to Newcastle Police Station where he was "assisting police with their inquiries".
Officers did not indicate that the man had been charged.
